Broadband for All, But at What Cost? Tackling Cybersecurity Risks in the Race for Digital Inclusion

Abstract

The global push for universal broadband access has become a cornerstone of digital inclusion, promising socio-economic empowerment, educational equity, and improved public services. However, as efforts intensify to bridge the digital divide, a parallel and often overlooked challenge emerges: the rising tide of cybersecurity risks. This article critically examines the complex interplay between broadband expansion and cybersecurity vulnerabilities, particularly in underserved and newly connected communities. It argues that while digital inclusion is essential for inclusive development, the rush to connect the unconnected without robust cybersecurity frameworks can expose users to threats such as data breaches, identity theft, misinformation, and digital exploitation. Focusing on policy, infrastructure, and capacity-building dimensions, the paper calls for a balanced approach that integrates cybersecurity awareness and safeguards into broadband deployment strategies. By highlighting global trends and case examples, the article advocates for a more secure and resilient digital future?where access is universal, but not at the expense of safety and trust.
