Integrating Cost Control and Technical Supervision in Large-Scale Industrial Construction Projects

Abstract
Researchers examine technical inspector functions in defect prevention as well as evaluate their performance before construction projects end and during field inspections. The research investigates technical inspectors' role in maintaining construction quality from start to finish and their duties regarding compliance and risk reduction. Through their work processes we learn about their effect on legal results and their role-based duties during defect investigations and their financial responsibilities in those cases. Research data consisted of both qualitative insights from technical inspectors as well as project managers and law practitioners while analyzing quantitative records of inspections and contractual disputes. Site inspections alongside direct observations revealed the actual work of inspectors at construction sites including their experiences on different building sites. Technical inspectors serve two important functions since their responsibility includes conducting pre-emptive inspections of buildings along with writing documented documentation that proves compliance with specific remedial requirements. Participation in work activities by inspectors leads to reduced possibilities of major breakdowns while improving project execution throughout all organizational levels. The evidence created by inspection examinations together with expert findings functions as essential documents that arbitration panels with courts use to decide their cases. The study confirms that comprehensive technical inspection procedures throughout the planning period and audit stage both increase system stability while reducing duplicate tasks and related legal requirements. Building standards for inspection protocols and stronger regulatory abilities will improve the performance of technical inspection in modern construction projects.
