This study examines the implementation and impact of proactive safety measures, specifically Job Hazard Analysis (JHA) and Behavior-Based Safety (BBS) approaches, in construction projects within Cabanatuan City. Utilizing a descriptive research design, data were collected through surveys, interviews, and observations involving 98 Civil Engineers from the Local Government Unit (LGU). The findings reveal a robust commitment to safety practices, with an overall mean of 3.56 for proactive safety measures, indicating a "Highly Implemented" status. Key strengths include compliance with regulations, enforcement of Personal Protective Equipment (PPE) use, and open communication channels, all scoring 4.00. Technology integration, such as digital goal-tracking systems (mean: 3.60), shows promise but requires further advancement in areas like proximity detection systems. Stakeholder involvement is strong (mean: 3.33), highlighting the critical role of collaboration among workers, contractors, and officials in fostering a safety culture. However, performance communication (mean: 1.27) and recognition programs for safe behaviors (mean: 2.64) remain areas for improvement. The study underscores the importance of continuous learning, adaptive risk management, and leveraging technology to enhance safety outcomes. It recommends strengthening performance communication strategies, expanding recognition programs, and integrating advanced technologies to address identified gaps. These findings provide actionable insights for improving workplace safety culture and practices in local construction settings, offering a foundation for future enhancements in proactive safety management.
