Traditionally, public procurement systems aim to ensure that the law and process are followed. People realise that compliance alone cannot provide the essential aims of governance: to keep things clear, green, progressive and beneficial for people. This study aims to identify public value in procurement and develop methods to measure, apart from compliance, whether value is created. The study uses public value and performance management theories to research best practices worldwide and builds a framework that describes the relationship between procurement and several public results. With case studies and interviews, the research aims to assess the usefulness of current metrics. It provides a list of indicators that relate to different economic, social and environmental goals. These findings will assist in shifting from putting most weight on rules to relying more on the value when planning public procurement. Public value should become the priority in how public organisations are evaluated.
