Architecting Urban Transformation at Scale: Strategic Frameworks for Large-Scale Mixed-Use Redevelopment in High-Risk Metropolitan Areas

Abstract
Rapid urbanization, aging building stock, and increasing exposure to natural hazards are driving cities worldwide toward large-scale urban regeneration initiatives. In high-risk metropolitan environments, redevelopment is no longer solely a matter of replacing obsolete buildings; it has become a strategic process of enhancing urban resilience, sustainability, and long-term community value. This paper examines key planning and implementation frameworks for large-scale mixed-use redevelopment projects and explores how urban planning, architectural design, infrastructure coordination, and risk mitigation can be integrated into a unified transformation strategy. Building upon these principles, this study examines large-scale mixed-use redevelopment from the perspective of metropolitan systems rather than individual construction projects. It argues that contemporary urban transformation requires a planning methodology capable of integrating architectural leadership, infrastructure modernization, environmental sustainability, governance, and long-term economic development within a single strategic framework. The article develops a comprehensive conceptual model that explains how coordinated neighborhood-scale planning can improve urban resilience while simultaneously strengthening public space quality, infrastructure performance, social cohesion, and metropolitan competitiveness. Rather than presenting redevelopment as a sequence of isolated interventions, the study positions urban transformation as a continuous process of city-building in which physical, institutional, environmental, and socioeconomic systems evolve together to support sustainable metropolitan development.
