Analyzing Change Management Practices in Highly Regulated Sectors: Healthcare, Finance, and Public Administration

Abstract
Change management in highly regulated sectors such as healthcare, finance, and public administration presents unique challenges due to continuous adaptation to evolving rules and standards. This paper examines the practices, strategies, and tools used to implement effective organizational change in these environments. By reviewing empirical studies and industry reports, the study identifies critical success factors, including stakeholder engagement, regulatory alignment, communication, and technology adoption. The findings highlight that successful change management in regulated sectors requires balancing compliance with operational efficiency and employee readiness to sustain transformation.
