Advanced Procurement and Logistics Strategies in Construction Management for Large-Scale Developments

Abstract
Large-scale construction developments are characterized by extensive supply chains, high levels of interdependency, and significant uncertainty related to cost, schedule, and resource availability. In such environments, procurement and logistics are no longer purely operational functions but strategic components of construction management that directly influence project performance. Traditional procurement models, which emphasize transactional efficiency and short-term cost minimization, often prove insufficient for managing the complexity of large-scale developments. This paper argues that advanced procurement and logistics strategies are essential for effective construction management in large-scale projects. By examining procurement and logistics through a strategic management lens, the study highlights their role in coordinating fragmented supply networks, mitigating risk, and enhancing overall project reliability. The paper critiques conventional approaches that treat procurement and logistics as isolated processes and emphasizes the need for integrated, management-driven strategies. The study proposes a strategic construction management framework that aligns procurement and logistics decisions with project objectives across the project lifecycle. The framework emphasizes early supplier engagement, integrated planning, governance clarity, and leadership-driven decision-making. By embedding procurement and logistics within construction management strategy, the framework supports improved cost control, schedule performance, and risk management. This research contributes to construction management literature by positioning procurement and logistics as sources of strategic value rather than operational support functions. It offers practical insights for construction managers and developers seeking to improve performance in large-scale developments through advanced, integrated management practices.
