Legionella contamination poses significant public health risks in tourism, hospitality, healthcare, and industrial environments. Traditional water management approaches have primarily emphasized regulatory compliance, often treating legionella control as a technical obligation rather than a strategic business opportunity. However, emerging evidence suggests that proactive, compliance-integrated strategies can serve as a source of competitive advantage, enhancing client trust, operational efficiency, and enterprise reputation. This study explores the transformation of legionella risk management from a compliance-driven activity to a strategically leveraged business function. It examines various business models employed by water treatment enterprises, including project-based, service-based, consultancy-oriented, and hybrid approaches. By integrating operational excellence, technological innovation, stakeholder collaboration, and regulatory engagement, firms can differentiate themselves in high-stakes environments where public health, reputation, and regulatory adherence converge. The article highlights the managerial, operational, and financial mechanisms through which legionella risk management contributes to long-term enterprise value. Emphasis is placed on organizational learning, workforce development, data-driven monitoring, and proactive stakeholder engagement as critical factors in achieving sustained competitive advantage. By reframing compliance as a strategic asset, water treatment enterprises can generate measurable business benefits while simultaneously safeguarding public health, enhancing brand credibility, and strengthening market positioning. This research contributes to the literature by positioning legionella risk management as a hybrid domain that combines technical expertise, strategic leadership, and business model innovation. Insights from this study provide practical guidance for enterprise leaders, policymakers, and facility managers seeking to convert regulatory obligations into competitive differentiation in tourism-intensive, healthcare, and industrial contexts.
