Personnel management plays a critical role in organizational administration by supporting employee record management, workforce monitoring, and decision-making processes. However, traditional personnel management systems are often characterized by manual record keeping, limited accessibility, poor scalability, delayed reporting, and increased vulnerability to data loss and unauthorized access. This study presents the design and implementation of a cloud-based Personnel Management Information System (PMIS) to improve personnel data management, operational efficiency, and remote accessibility within organizational environments. The developed system provides centralized employee data storage, secure remote access, automated reporting, and efficient personnel record management through cloud technologies. The system was implemented using PHP as the backend scripting language, MySQL as the relational database management system, and HTML, CSS, Bootstrap, and JavaScript for frontend development. Security mechanisms such as user authentication, role-based access control, session management, and input validation were integrated into the application to ensure data integrity and secure access. System evaluation was conducted using functional testing, integration testing, and user acceptance testing. Experimental results showed that the system successfully eliminated manual record keeping, improved data accuracy, reduced administrative workload, enabled remote access, and generated real-time reports. The study demonstrates that cloud-based personnel management systems significantly improve organizational efficiency, accessibility, scalability, and operational performance within modern organizational environments.
