Cognitive Vendor Integrity: A Framework for Evaluating Enterprise Partners in the Age of Artificial Intelligence

Abstract
The rapid adoption of artificial intelligence has fundamentally transformed enterprise procurement and vendor evaluation. While AI has significantly improved the speed and polish of proposal generation, it has also introduced a previously underexplored challenge: the growing homogenization of vendor responses. As organizations increasingly rely on AI-assisted documentation, traditional evaluation methods based on written proposals, compliance matrices, demonstrations, and historical experience are becoming insufficient indicators of genuine operational capability. This paper introduces Cognitive Vendor Integrity (CVI) as a conceptual framework for assessing the degree to which an enterprise partner retains authentic human expertise, operational resilience, decision accountability, and governance capability beneath AI-assisted processes. Rather than evaluating technological maturity alone, CVI measures an organization's cognitive resilience its ability to sustain trustworthy decision-making, recover from AI degradation, preserve institutional knowledge, and maintain operational continuity under abnormal conditions. The paper identifies four emerging enterprise risks — Synthetic Compliance, Cognitive Homogenization, AI-driven Procurement, and Decision Inflation, and proposes a Pre-Procurement Filter, an operating-model shift from grading AI-assisted written proposals to running live, unassisted sandbox trials before proposals reach the buying committee. It further proposes a multidimensional assessment model organized into three high-level pillars Human Capability, Accountability & Governance, and Operational Resilience, comprising ten underlying capability dimensions, supported by a five-level maturity model and a practical evaluation methodology. The proposed framework contributes to enterprise procurement, AI governance, and digital transformation practice by offering a structured mechanism for distinguishing genuine organizational capability from AI-generated presentation quality. The paper concludes by outlining a future research agenda encompassing Cognitive Decision Integrity, Cognitive Enterprise Resilience, and Cognitive Trust Architecture as an integrated program for trustworthy AI-enabled enterprises.
