Assessment of Taguig City’s One-Stop Shop for Building Permit Applications: Basis for a Strategic Action Plan

Abstract

The One-Stop Shop (OSS) system is a key strategy adopted by local government units in the Philippines to improve regulatory efficiency and comply with Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act. This study evaluated the implementation and service performance of the One-Stop Shop System for Building Permit Applications in Taguig City. Specifically, it assessed policy compliance and institutional support, human resource capacity, digital systems and infrastructure, workflow efficiency, transparency of procedures, responsiveness of services, inter-agency coordination, and client satisfaction. Guided by the Input-Process-Output (IPO) Framework, the study employed a descriptive-correlational research design involving building permit applicants and OSS personnel. Data were analyzed using weighted mean, standard deviation, independent samples t-test, and Spearman rank-order correlation. Findings showed that institutional support, workforce capability, and digital infrastructure significantly influence OSS effectiveness and service delivery outcomes. A Strategic Action Plan was developed to improve service efficiency, strengthen digital governance, and enhance client-centered service delivery.
