Integration of Precision Measurement, Calibration and Non-Destructive Testing for Reliable Industrial Production in Saudi Arabia

Abstract

Reliable industrial production depends increasingly on how well three quality functions work together: precise measurement, defensible calibration, and non-destructive testing (NDT). This review considers their combined role in Saudi Arabia, where industrial localization, digitalization, and economic diversification are reshaping manufacturing priorities. An integrative review approach was used to examine recent peer-reviewed work on metrology, calibration traceability, virtual metrology, NDT, machine learning, digital twins, Quality 4.0, and Saudi manufacturing transformation, with the main emphasis on literature published from 2020 to 2025. Across these fields, a consistent point emerges: trustworthy measurement is not created by instrument accuracy alone. It also depends on traceability, uncertainty evaluation, environmental control, competent operation, sound data handling, and appropriate decision rules. NDT contributes a different but complementary form of evidence by exposing defects that dimensional measurement may miss, while digital twins and machine-learning tools can connect inspection results with process conditions and support earlier intervention. The evidence base, however, remains fragmented. Saudi studies tend to emphasize Industry 4.0, sustainability, localization, and digital capability, whereas metrology and NDT studies often concentrate on technical performance. A practical research opportunity is therefore to develop a Saudi industrial quality architecture that links calibrated instruments, NDT evidence, production data, uncertainty information, and closed-loop engineering decisions. The review concludes with a staged implementation framework and priorities for standards, skills, interoperable data, AI validation, and sector-specific pilot studies.
