Tripartite Arrangement in Human Resource Capability and Collaborative Competence Based: Enhance Action Plan in Public Service and Governance
Subject area: Arts, Social Sciences and Humanities · Area of research: Education
Abstract
Based on the findings, personnel from DPWH, PNP and DepEd demonstrate a strong human resource capability and collaborative competence, confirming that personnel possess the necessary skills and attitudes to work across agencies. The strongly agree rating on the level of collaborative competence of the personnel proves that better individual and organizational capacities directly lead to more effective inter-agency cooperation. However, issues and concerns were encountered in the harmonization of procedures, joint capacity development and shared resources limit potentials. It is therefore concluded that sustained, quality public service requires not only improving individual competencies but also aligning systems, processes and support mechanisms across agencies. A descriptive quantitative/qualitative research design was used, including a documentary analysis of survey questionnaires and a descriptive survey method, to achieve the overall objective of the study. This study assessed the implementation of the tripartite arrangement in human resource capability and collaborative competence of personnel in the selected government agencies of Mandaue City and Talisay City for the period CY 2026, as a basis for an enhanced action plan for Effective Public Service and Governance.
