This study investigates the leadership and management practices within the Engineer's Office of Cabanatuan City Hall and their impact on infrastructure project execution. The research reveals active leadership engagement, particularly in monitoring project progress and supporting team members. Survey results indicate that while an authoritative leadership style is most prevalent, participative and servant leadership styles are also observed to a lesser extent. Management practices are generally perceived as well-structured, especially in task delegation, planning, and resource allocation. However, project completion faces persistent challenges, including poor communication, a lack of skilled manpower, budget delays, and political interference. These factors significantly impact project timelines and overall success. To address these issues, the study recommends cultivating adaptive leadership by promoting participative and transformational approaches, enhancing communication strategies through structured protocols and feedback loops, and investing in continuous professional development and technical training. Implementing digital project management systems to track progress and resource allocation is also crucial.
